Amnesty International Petitions UK to Extradite Two Rwandan Genocide Suspects2006-08-08BBC Monitoring AfricaExcerpt from report in English by Rwandan news agency RNA Kigali, 8 August: Amnesty International has written to the UK Attorney-General Lord Goldsmith, expressing "grave concern" that the UK government has "failed so far to take any action against two men" who are among the top 100 wanted genocide suspects at large and living in Europe, RNA News desk has learnt. Irene Khan, secretary-general of the rights group, said that UK ministers must act in order to prevent the UK becoming a "haven" for those accused of crimes against humanity either in Rwanda or elsewhere. The men in question are Charles Munyaneza and Celestin Ugirashebuja. Charles Munyaneza, 48, is said to have been granted asylum in Britain in 2000 and lives with his family in a semi detached house in Putnoe, Bedford. Celestin Ugirashebuja, 55, lives in Walton-on- the-Naze, Essex. Considering the tight completion strategy time-table, the ICTR [International Criminal Tribunal for Rwanda] has been urging respective governments to prosecute alleged genocide suspects living in their countries. The government of Rwanda has also called for the UK to extradite the men to face trial or to prosecute them here under international law. Amnesty's Ms Khan said the British government should put appropriate legislation in place so as to be able to prosecute in this country in line with the UK's international obligations.
